What is a Needs Portrayal Document?
A Needs Portrayal Document is a crucial means of demonstrating a person’s care needs when making a backdated NHS Continuing Healthcare Funding assessment.
NHS Continuing Healthcare funding is a package of care funded by the health service for people with significant and long-term healthcare needs.
However, not everyone who may be eligible actually gets assessed, in which case you may ask for a retrospective assessment later on. But in order to do this, you’ll need to present all the available medical information about a person’s healthcare requirements.
When making a retrospective claim in England, the Clinical Commissioning Group (CCG) or other relevant healthcare authority will compile all the medical evidence available in the form of a Needs Portrayal Document (or a Chronology of Need in Wales).
This will be completed by a nurse assessor and outline all the relevant medical information in date order, clearly laying out what a person’s healthcare needs were at certain times and how they have changed over time.
After being compiled by the assessor, the Needs Portrayal Document will then be shared with the person who has applied for the assessment.
At this point, they will be invited to confirm the information is correct and add any comments if they wish to do so. However, the Clinical Commissioning Group may give a fairly short deadline for a response, in which case the applicant can’t afford to delay.
The Needs Portrayal Document will then be reviewed by a multi-disciplinary panel of health and social care professionals.
If, for some reason, certain records cannot be obtained, those who are making a claim should go through any personal documentation they may possess. Dated letters could help fill in any gaps when painting a detailed picture of a person’s medical history, their care needs and the type of care they have been receiving.
