He has extensive experience in special educational needs which was triggered when working at a primary school supporting children with SEN. James has considerable Tribunal experience and has helped parents obtain increased support for their child at school and high value independent special school and post 16 college placements. James also has a strong interest in community care law, which is particularly helpful when seeking residential placements.

James undertakes work in all areas of Community Care law and works with charities such as SCOPE, the Howard League for Penal Reform and the Children’s Society. This includes challenging local authority cuts to social care provision (for both children and adults), and assisting clients in obtaining services such as respite care, direct payments and adaptations to the home.

He also represents young people (including children leaving care or custody) and has assisted clients, who would otherwise be homeless, in securing suitable accommodation and financial support from the local authority. In 2014 James appeared on Channel Four News discussing the duties owed to young people leaving care by local authorities.

Brilliant advocates for young people with learning disability

Our son who has physical and learning disabilities wished to attend a specialist college out of county. His local county council refused funding for this. We believed our son had a right to appropriate tertiary education, and asked Simpson Millar to help. James Betts was put on the case. Our son was subsequently given the first two years’ of funding for his three-year course. We later asked James to intervene again as the third year of funding was refused by the local council. James was successful again, enabling our son to complete his course.
